Does it have the certificate or just transcription

I'm hoping it has the certificate. A lot of the Somerset records do have the certificate, but not all.

James was a widower and Lydia a spinster.

It's a long and difficult to decipher document, the gist of which seems to be that James Elems of the parish of Chew Magna, yeoman, and William Robins of the parish of Stowey, yeoman, bind themselves to pay £200 to the Lord Bishop of Bath and Wells.
"The condition of this obligation " is that if no lawful impediment is found by reason of any contract entered into before before 25 March 1754 , "James Elems, a widower, and Lydia Collins, a [something] and spinster, may lawfully solemnise marriage together."
If the marriage took place, the bond to pay £200 would be null and void; if not, it would remain in "full force and virtue".
