Marriage of Winifred Cheetham:
Marriages Sep 1935 (>99%) Cheetham Winifred Risley Leigh 8c 715 Risley George Cheetham Leigh 8c 715
Winifred Risley in the 1939 England and Wales Register Name: Winifred Risley Gender: Female Marital Status: Married Birth Date: 6 Apr 1910 Residence Year: 1939 Address: 67,Warrington Road Residence Place: Leigh, Lancashire, England Occupation: Unpaid domestic duties Schedule Number: 30 Sub Schedule Number: 2 Enumeration District: NVRY Registration district: 460-2 Inferred Spouse: George Risley Household Members: Name George Risley Winifred Risley
At the same address, but as a different household, are George Risley (1887) and Margaret Risley (1877), Winifred's in-laws.
Also an 8-yr-old child, George Elias Sednawi, a grandchild of George and Margaret. (Son of the Risleys' daughter Elsie Mary.) I'm not posting all the records to prove that, as it's so far away from the original subject of this thread. (Unless you're interested, Carter ?! )
Looking at births, there were several other Sednawi/Risley children. Their father died in 1937, and Elsie Mary remarried in 1956, to George Williamson, and died in Westminster in 1968. On the 1939, young George Elias's surname has been changed to Grant, with the date 24/2/70. I assume he changed it himself for some reason. He died in London in 1984 as George Elias Grant. He was on various London ER's over the years, as Sednawi.

When you look at the image of the 1911 census for Patrick and family, it says he was born in Kilbannon, Co Galway.
From a Google search, Kilbannon / Kilbannen is in the Archdiocese of Tuam - so I suggest the 1871 census record I posted is the correct one.
1911 for reference:
Patrick O Neill in the 1911 England Census Name: Patrick O Neill Age in 1911: 62 Estimated Birth Year: abt 1849 Relation to Head: Head Gender: Male Birth Place: Galway, Ireland [Kilbannon, Co Galway on image ] Civil Parish: Leigh County/Island: Lancashire Country: England Street address: 120 Trafalgar St Leigh Lanc Marital Status: Widowed Registration district: Leigh Registration District Number: 460 Sub-registration district: Culcheth ED, institution, or vessel: 1 Piece: 23192 Household Members: Name Age Patrick O Neill 62 Mary O Neill 37 Catherine O Neill 31 Bridget O Neill 22

Under all of those burial records it says Knocknagur. Knocknagur appears to be a particular estate/ Perhaps the O'Neill family worked there ?:

However, following the advice given in that thread, there doesn't seem to be any O'Neill or Neill in Kilbannon in 1901 or 1911 census, as far as I can see.
EDIT:
Re Pollacorragune , which you mention in that thread, there's this family in 1911 and 1901, but whether or not they're any relation to your O'Neills, I can't say:
Thomas Oneill in the Web: Ireland, Census, 1911 Name: Thomas Oneill Gender: Male Age: 50 Birth Year: abt 1861 Relation to Head: Head Residence Date: 2 Apr 1911 Townland/Street: Pollacorragune District: Belclare County: Galway Household Members: Name Age Thomas Oneill 50 - farmer Bridget Oneill 47 Mary Oneill 14 John Oneill 13 Michael Oneill 12 Bernard Oneill 11 Thomas Oneill 9 Patrick Oneill 6 Martin Oneill 4

Re Fulwood Barracks - Have you tried contacting the Lancashire Infantry Museum, now housed at Fulwood Barracks ?
http://www.lancashireinfantrymuseum.org.uk/visitor-information/contact-information/
I imagine they could tell you which regiments were stationed there in 1871, or indeed, which regiment Patrick belonged to. He was a Private, as you'll know from the census.
