Assuming Edwin and Gertrude had the same mother, you can rule out Rhoda, as she marrried in 1877, so wouldn't be Gertrude's mother.
Rhoda Baker in the England & Wales, Civil Registration Marriage Index, 1837-1915 Name: Rhoda Baker Registration Year: 1877 Registration Quarter: Oct-Nov-Dec Registration district: Gloucester Inferred County: Gloucestershire Volume: 6a Page: 599 Records on Page: Name Rhoda Baker Thomas Smith
Similarly, Gertrude was born after Eliza's marriage:
Marriages Jun 1880 (>99%) Baker Eliza Ledbury 6a 763 Moreton James Ledbury 6a 763
Caroline and Emma /Emily only married after Gertrude's birth, so either of them could be the children's mother:
Caroline Baker in the England & Wales, Civil Registration Marriage Index, 1837-1915 Name: Caroline Baker Registration Year: 1884 Registration Quarter: Apr-May-Jun Registration district: Ledbury Inferred County: Herefordshire Volume: 6a Page: 810 Records on Page: Name Caroline Baker Henry Summers
