Just adding - in 1925/ 26 a Walter Powles and Sarah Ann Powles were living at 100 Parnell Road.
Looks like it may have been a relation.
This is their marriage:
First name(s) Walter Last name Powles Marriage year 1908 Parish Register Office Place Shardlow Spouse's first name Sarah Ann Spouse's last name Hallam Reference SD/16/082 Register Office 394 County Derbyshire ---------------------------------------
This is them in 1911:

It appears that Sarah was Arthur's sister:

This is Sarah in 1891 (in 1901 she's living with the Drake family as a servant- hence why she does appear in the 1901 census with Arthur jnr):

Darn it! So the information was already given :-(
And the info posted by ChristinaS matches the birth date given on the 1939 register- confirming the correct man:

I suspect that Arthur was just staying at the address at the time of his marriage and may not have been his family address (there were no Hallams registered there in 1926). This is 1926 electoral register:
1926- 100 Parnell Road, Poplar Sarah Ann Powles Walter Powles
1926- 102 Parnell Road, Poplar John Alcock Eliza Palmer ------------------------------
Have you considered that Arthur may have been born outside London?
There is this Arthur which fits the info given (Arthur senior being a Gardener, deceased in 1926- marriage cert on Ancestry):
1911 England, Wales & Scotland Census Transcription Draycott Road Breaston Derby, Breaston, Derbyshire, England
Arthur Hallam Head Married Male Gardener 49 1862 Sutton Bonnington Sarah Ann Hallam Wife Married Female - 48 1863 Derby Nellie Hallam Daughter Single Female - 19 1892 Breaston Derbyshire Rebecca Hallam Daughter Single Female Slip Winder 17 1894 Breaston Derbyshire Arthur Hallam Son - Male Shop Lad 14 1897 Breaston Derbyshire Frederick Hallam Son - Male - 13 1898 Breaston Derbyshire John William Hallam Son - Male - 12 1899 Breaston Derbyshire Harriet Hallam Daughter - Female - 8 1903 Breaston Derbyshire Thomas Hallam Son - Male - 5 1906 Breaston Derbyshire -----------------------------------
According to the 1939 register, your Arthur was born 6th December 1896- this fits with this birth registered first qtr of 1897:
HALLAM, ARTHUR (Mother's maiden name: STEVENSON) GRO Reference: 1897 M Quarter in SHARDLOW Volume 07B Page 520
(Note Breaston registers in Shardlow district) --------------------------------
This is Arthur senior death:
Death: First name(s) ARTHUR Last name HALLAM Gender Male Birth year 1863 Age 54 Death quarter 1 Death year 1917 District Shardlow County Derbyshire Volume 7B Page 671
