The children in the workhouse in 1891 were too young to be on the 1881. They were born between 81 & 91

It is terribly sad, it seems after the Mum died the whole family fell apart. It makes it hard work to follow Alfred's siblings through the census too.

Rose's father had a tough life by the looks of things- his mother died in 1890:
Name: Sarah Ann Bush Estimated birth year: abt 1854 Registration Year: 1890 Registration Quarter: Oct-Nov-Dec Age at Death: 36 Registration district: Bristol Inferred County: Gloucestershire Volume: 6a Page: 26
This looks like the baptism for the youngest sibling of Alfred:

After Alfred's Mum died his father struggled to keep the family together. William Stephen, was charged in 1892 with leaving his youngest three children chargeable to Bristol Union. Here he is with those children in 1891 in the Workhouse:

Alfred was living with his family in 1881 in Lower Lamb Street- so I think this article refers to him:
Bristol Mercury - Monday 11 April 1881
A NARROW ESCAPE Whilst PC Lear was on duty at the river police station, Price Street Bridge, he heard the cries of a child. On going to the spot he discovered that a boy, named Alfred Bush, aged three years, living in Lamb Street, St Augustine's, had accidentally fallen into the water from a landing stage. The constable went down to the stage and dragged the child out of the water as he was sinking. He was apparently uninjured by the immersion.

There are quite a few people on Ancestry following Rose's family- but most of them have the wrong parents for Alfred- it looks as though they've all copied each other.
