We know from Thomas's marriage to Elizabeth that his father was William Roskily, a tailor.
I think this is Thomas in census 1851. Note he has a brother named Richard Roskilly, same name as one of his wedding witnesses:
Census 1851:
Address: 24, Marman Street, Saint George In The East, The Tower Hamlets County: Middlesex

????
It's Roskelly not Roskell on the census image, and Thomas is a tailor, like William's father on his marriage cert.
Census 1861
Address: 12, Barbers Shop, Brick Lane, Whitechapel County: London
ROSKELL, Thomas Head Married M 21 1840 Tailor St Lukes, Middlesex<<<<<<<<<<<<<<<< ROSKELL, Elizabeth Wife Married F 19 1842 Tailoress Middleton, Lancashire ROSKELL, Elvina Sister F 11 1850 St Lukes, Middlesex
EDIT: However it looks like this Thomas married Elizabeth Holley, who has the same surname as the Margaret who married Joseph Burt, and their fathers are both silk dyers. I think they are sisters, and according to the census records they were both born in Lancashire
Name: Thomas Roskilly - tailor Spouse Name: Elizabeth Holley Spouse Age: 18 Record Type: Marriage Event Date: 28 Jan 1861 Parish: Shoreditch St James Borough: Hackney Father Name: William Roskilly - tailor Spouse Father: William Holley - silk dyer Register Type: Parish Register
Witnesses Richard Roskilly and R[illegible] Roskilly.
I think William Burt Roskilly's parents are Thomas Roskilly, tailor, and Elizabeth Holley.
EDIT: I think this is WIlliam Holley, Silk Dyer in census 1851, with daurs Margaret, who married Joseph Burt, and Elizabeth, who married Thomas Roskilly:
Address: 8, Charles Street, Stepney, Tower Hamlets County: Middlesex
HOLLEY, William Head Married M 32 1819 Silk Dyer Manchester, Lancashire<<<<<<<<<<<<<<<<<<<<<<<< HOLLEY, Jane Wife Married F 39 1812 Dress Maker Manchester, Lancashire HOLLEY, Margaret Daughter F 12 1839 Scholar Manchester, Lancashire<<<<<<<<<<<<<<< HOLLEY, Elizabeth Daughter F 8 1843 Scholar Derby, Derbyshire<<<<<<<<<<<<<<<<<<<<<< HOLLEY, William Son M 6 1845 Scholar Waterloo Town, Surrey

I think this is the marriage of Uncle Joseph Burt to Margaret:
Name: Joseph Thomas Burt - widower, rope maker Estimated birth year: abt 1839 Age: 29 Spouse Name: Margaret Holley Spouse Age: 29 Record Type: Marriage Event Date: 31 Aug 1868 Parish: Bethnal Green St Bartholomew Borough: Tower Hamlets Father Name: Thomas Burt rope maker<<<<<<<<<< Spouse Father: Rebecc Holley - silk dyer b[actual forename is hard to read, don't think it's Rebecc]
Now one of the witnesses was an Elizabeth Roskilly.
Purely speculative at this point, but was Elizabeth Roskilly possibly Joseph Burt's sister, wife to Thomas Roskilly and mother to William Burt Roskilly?
EDIT: NO, looks like she was Elizabeth Holley, probably Margaret's sister
