On the census he has parents Edward and Maria, and my SIL is sure when his Mum tried to do research that was his parents, the family lived in Norfolk.

There are more than one Walter Pitchers.
How do you connect the ones you've found as all being the same person ?

There's this on for Norfolk but then you don't seem sure that's his birthplace
