His name seems to be Garrad, but you've spelled it Garrard twice in your opening post, and posted on the Garrard surname board - ? |

Kate married in 1911 for the second time. The 1911 census gave her as being married 6 years but perhaps that was as a common law wife? |

That is definately the marriage of Kate and Arthur. Arthur's father was a butler but it looks as though Arthur didn't follow in his footsteps. |

For "declared dead" -- it wasn't actually a declaration. After seven years without contact and no information, a spouse was entitled to presume the person was dead and consider themself free to marry again. The seven years provided a defence against any bigamy charge. |
