Arthur Bulmer Layng: presumed dead?

My Great-Grandfather Arthur Bulmer Layng disappeared in 1909 and his wife (Emily Ida Mabel Layng - who called herself Ida) and three children went into Lewisham Workhouse. The Workhouse records state that Arthur Bulmer Layng 'absconded'. I can find no record of Arthur Bulmer Layng's death and my Great-Grandmother (Emily Ida Mabel Layng) remarried in 1916. The marriage certificate states that she was a widow. Could anyone tell me where I could check to see if Arthur Bulmer Layng was declared dead after 7 years of being missing? I want to find out what happened to my Great-Grandfather and also if my Great-Grandmother was a bigamist!
