Florence Smith (Austen)

The 1901 census showed in great grand parents household (Alfred Smith and Harriet (nee Hancock) there was an "adopted daughter" Florence Austen born in Worthing, Suffolk 1881. My grandmother who was also on the census, born in 1892 in Plumstead, never mentioned her to me.
I then found the 1891 census had Alfred and Harriet with a daughter, Florence Smith. Born Worthing Sussex. She couldn't have been Harriets child as I on the 1881 census still living at home with her parents, and I think she married Alfred in 1884. I need marriage certificate to confirm this.
I can't find birth record for her with either surname, and I'm confused as to why the name change, and if she was my great grandfathers child.
If so I'd like to know if she is the possible ancester to anyone else.
