Have you tried to ask your local Social Services they should be able to help as after she turned 18 they can contact her on your behalf. If you are in or near the Bradford area ring Holybrook House in Bradford and ask to speak to a person called Sonia Coppins as was (she got married and I dont know her married name) but she is head of the adoption department there or she was 5 years ago so prob still is. Hope this helps
