Special Inmate

Whilst tracing another line of my family the Ashworths on the 1871 census a Thomas Ashworth is down as living at Preston Barracks 3rd royal Lancs Militia as a special inmate.
On the original it says Volenteer Corp then occupation slipper maker I just wondered why he would be called a special inmate .
any sugestions
